This is a "Wow!" Psalm written by David to the just judgment of the wicked!
For us in today's world, this Psalm is a directed judgment upon all leaders and judges who lead by their tyranny and wicked rule.
"Sons of men" refer to the wicked rulers and judges to whom David speaks. His indictment of them comes in verses 1-5. Estranged from the womb, speaking lies, poison of a serpent, charming ever so skillfully all reference these wicked people. David saw their evil. We today can see it in the working of our world.
In verse 6-11, David prays for the means of these evil doers to be destroyed. His analogy of their demise is spoken of: "arrows cut in pieces; be like snails who melt away; taken away as a whirlwind". Notice that he uses his daily observations of life to describe their demise. This is very unique and interesting to consider.
Lastly, David states prayerfully: "So that men will say, 'Surely there is a reward for the righteous. Surely He is God who judges in the earth' ". (v. 11).
We can also pray for the judgment of evil rulers and judges. But let's remember to also be faithful and true in the righteousness that God desires and requires of us!
